The short answer is no. If you don't have a state issued medical cannabis card, possession of marijuana is illegal in New York State & New York City.
Possession of weed / cannabis in New York City has been decriminalized but it isn't legalized yet. If you're in possession of 25grams or less of cannabis, you may receive a fine of $100 for a first offense. $200 for a second offense, and $250 and a 15 day stint in jail for a third offense. This applies for cannabis flower.
If your caught with up to a quarter-ounce of cannabis concentrates, this is a misdemeanor and punishable by up to a year in jail and a $1,000 fine. Above a quarter-ounce of cannabis concentrate is considered a felony and can result to 7 to 15 years in jail.
